Chicago 1999 produced a world record. Khalid Khannouchi, a Moroccan then seeking US citizenship, ran 2:05:42 to break Ronaldo da Costa's 2:06:05 mark from the 1998 Berlin Marathon, doing it in only his third outing over the distance and in windy, cold conditions he later said made a record feel unlikely. Moses Tanui chased him home in 2:06:16, then the fastest non-winning time ever, with defending champion Ondoro Osoro third in 2:08:00. The women's race went to the wire: defending champion Joyce Chepchumba edged Margaret Okayo by a single second, 2:25:59 to 2:26:00, as Elana Meyer took third in 2:27:17. The win was Khannouchi's second Chicago title after 1997.
